Emergency Refill of Insulin:
Pharmacist Implementation, Guidelines to Oregon's SB 9

Oregon State University College of Pharmacy, as the only publicly funded higher education pharmacy institution in the state, often works at the behest of the state of Oregon. The College is asked to respond to pharmacy educational needs driven by the Oregon legislature, in a statue, and those directed by the Oregon Health Authority in response to health care policy.

Oregon’s SB9, known as the Emergency Insulin refill law,  positions pharmacists to assist diabetic patients who find themselves in need of an emergency refill of insulin. Should the patient present themselves at the pharmacy in need of a refill of their insulin, that has no immediate refill available,  the pharmacist may complete a patient assessment to determine whether the prescription of emergency refills of insulin and the associated insulin-related devices and supplies is appropriate.

The Oregon Board of Pharmacy approves this training program, which gives pharmacists the necessary tools to be confident and successful in prescribing emergency refills of insulin per guidelines in SB9. Topics covered include an overview of the law, patient assessment guidelines, suggested documentation components and suggested ways to transfer patients to appropriate care.
